Fidel V. Ramos, former President of the Republic of the Philippines and a pioneer in forming the Philippine Army Special Forces (Airborne) was awarded an Honorary Doctor of Laws from St. Norbert's College in DePere, Wisconsin, on November 4, 1999.
Present for the honors were Friendship Airborne representatives Dr. Frank Osanka and Major Larry Heyrman. Osanka and Heyrman remembered President Ramos' warm welcome to Friendship Airborne when it made friendship jumps in the Philippines in 1998 (see Airborne Quarterly, Winter 1998 and Spring 1999).
Major Larry Heyrman, a founding member of the St. Michael's Airborne Association, sponsored Dr. Ramos for membership in this elite association, and formally presented the certificate and ribboned medallion during a press conference at St. Norbert's College.
Major Heyrman also represented the Mayor of nearby Green Bay, Wisconsin, in presenting the Key to the City of Green Bay to retired General of the Philippine Armed Forces, Dr. Ramos.
