PANTA RHEI, The quarterly information bulletin is edited on behalf of the partners in the field of hydrology, water management and water resources technology. It was published for the first time in September 1989. Issues were published in September, December, March and June and distributed free of charge with the financial support of several projects of the EU-programmes for education, training and mobility. Lack of funding forced us to stop the printed version of PANTA RHEI in 1995. About one year later, on 14th February 1996, PANTA RHEI became alive again in its electronic version.

It is an axioma of Heraclitus (c.540-c.480 BC), Greek philosopher of
Ephesus, quoted by Plato. Heraclitus is also known for illustrating the
persistence of unity through change by the analogy of the river :
"Upon those who step into the same river different and ever different waters flow down".
