* Preface to the Third Edition
Much has changed since the second edition of this brochure: the European Commission (EC), the executive of the European Union (EU), formerly the European Communities, has upgraded its Task Force for Human Resources, Education, Training and Youth (TFHR) into a fully fledged Directorate General (DG). This was possible because Articles 126 and 127 of the Treaty of Maastricht allows for specific EC-action in these fields. DG XXII Education, Training and Youth is operational since January 1995 and governs several new programmes. "SOCRATES for education at all le-vels" is one of these programmes and the former ERASMUS programme became a sub-programme, among others, of the SOCRATES programme. The so-called Interuniversity Coope-ration Programmes (ICPs) of ERASMUS, subject of this brochure, continue to operate as a bottom-up initiative of the coordinator and until its partners only until the academic year 1996/97. From 1997/98 onwards, it is assumed that these ICPs will be absorbed by the so-called Institutional Contracts, which the EC will sign with each university involved in pretty much the same activities as those organized by the former ICPs, i. e. student mobility, staff mobility, intensive courses, curriculum development. At this stage, it is not clear what the role of the former ICP-coordinators will be, but we may expect that the International Offices of each university will continuously need the active support of the contact-persons for academic matters of the present ICPs. Therefore, we think that this updated brochure of our ICP will still fulfil a need, even beyond the present academic year. There is, however, besides the Institutional Contract, a very important step forwards: the generalization of the European Course Credit Transfer System (ECTS), its so-called Information Package and the introduction of the concept of the "Learning Agreement". It is most likely that the present Information Brochure will become obsolete once the ECTS-Information Packages are available in each university/department. Lastly, the interested reader will learn about the parallel projects ETNET-WATER : European Thematic Network of Education and Training for WATER of SOCRATES/ERASMUS and about other education and training projects in water-related areas within the programmes LEONARDO, TEMPUS and TRAINING and MOBILITY of RESEARCHERS (TMR). Meanwhile, WEB-sites on INTERNET are active.

* Preface to the Second Edition
The first edition of this brochure published in Spring 1991 was distributed on 1000 copies. Meanwhile the Interuniversity Cooperation Programme (ICP) "Hydrology and Water Management" was funded on a pluriannual basis and comprises today some 38 departments or laboratories in 33 universities of 12 European countries. It provided for some 20 student-mobilities of a total duration of 120 months during the academic year 1991 - 92 and numerous teaching staff mobilities. The second edition of this brochure should provide updated information about the studies in water-related disciplines organized by the partner universities. Because many interested readers are not well informed about the difference between ERASMUS, COMETT, TEMPUS, HUMAN CAPITAL and MOBILITY, etc. ..., Chapter 3 on "Other Related Programmes and Projects" has been added. Many of the ICP - partners participate in these projects and useful interactions are possible. Indeed, it has been said that the Task Force Human Relations, Education, Training and Youth (TFHR) should strive towards a continuous mobility programme, from undergraduate level up to the professional level, as well in research, in academia as in the enterprises. The link which exists between TFHR and the Directorate General XII for Science, Research and Development gives us hope for such a strategy.

* Preface to the First Edition
This brochure is the first edition of a document providing information about programme of the European Communities (EC) - Task Force Human Relations, Education, Training and Youth - with a view to encourage student and staff mobility and to provide a European dimension to university education. The university departments and laboratories in this brochure are all partners of the Interuniversity Cooperation Programme (ICP) "Hydrology and Water Management" of ERASMUS. This ICP operates since the academic year 1989-90 and is open to other interested universities. The cooperation is based on mutual trust and clear offerings on a voluntary basis.
The purpose of this brochure is not to duplicate overall ERASMUS information which can be easily obtained from the ERASMUS - coordinator in each university or from the National Grant Awarding Authority (NGAA) of each country. Conversely, the brochure’s goal is to offer a succinct document about all present programmes within the ICP "Hydrology and Water Management" in order to allow students, and staff as well, to prepare their mobility scheme. The brochure is meant as a first stage information document for large dissemination : therefore, it is only a snapshot of the present ICP-partnership which is evolving rapidly each year. For this reason, updating fliers may be inserted at the end. This can be especially useful for "Intensive Programmes", one type of ICP-activities. More detailed information specifically on course contents, syllabi, time schedules, exam regulations, etc... should be obtained from the ICP-contact person of each partipating university. An important attempt for computerizing the detailed information has been launched by this ICP in collaboration with others. The software program, called ACMOBI - ACademic MOBIlity data base, is introduced in this brochure. It is the goal of ACMOBI to offer a full operational tool.
The reader of the brochure may be also interested in receiving, free of charge, the quarterly information bulletin PANTA RHEI for "Education in Hydrology and Water Management" and "Training for Water Resources Technology" within the framework of the ERASMUS, COMETT and TEMPUS Programmes of the European Communities (EC).
The editor hopes that, with this brochure, he has made a useful contribution to the European dimension at university level in the field of hydrology and water management and to the optimization of the mobility programmes. He acknowledges the help and support of the many colleagues and welcomes very much remarks for possible improvement of the next edition of this brochure.
