The ALFA ("Latin America Academic Formation") of the European Commission (DG IB) is a definitive attempt to promote institutional and scientific cooperation and to raise levels of training for the purpose of providing an impulse to the development, growth, and evolution of economic and cultural relations between the Latin America and the E.U.
