The Netherlands takes up the presidency of the Council of Ministers of the EU from the 1st January to 30th June 1997. Following the initiative of the Irish Presidency, CORDIS has now established the " Dutch Presidency"

* EC-DG XI Environment

The EC has adopted a proposal for a Framework Directive for action in the field of Water Policy (26.2.1997). It's key objective is the establishment of River Basin Management Plans which consider the natural interaction between surface and groundwater both quantitatively and qualitatively

* EC-DG XII Science, Research and Development

* DG XII - EC-TASK FORCE "Environment-Water"

TECHWARE has been invited to act as one of it's external consultees by forming a European "professional Mission Task Force" (pMTF) in order to produce a "position paper" on priorities for European water research.

* FOURTH FRAMEWORK PROGRAMME RTD: SECOND TIME DECISION

The European Parliament and the Council of the European Union have decided to increase:

- The maximum overall amount for the Community financial participation in the fourth framework programme ECU 100 million.

The allocation of this extra budget is as follows:

Telematics ECU 15 million
Information technologies ECU 21 million
Industrial and material technologies ECU 15 million
Environment and climate ECU 7 million
Biotechnology ECU 7,5 million
Biomedical and health research ECU 16 million
Agriculture and fisheries ECU 11,5 million
Transport ECU 7 million
TOTAL ECU 100 million

* THE FIFTH R&D FRAMEWORK PROGRAMME

Currently the Commission is preparing its fifth R&TD framework programme, covering all research and development activities in the period 1999-2003. The Commission proposes six priorities falling into two groups:

  1. Thematic programmes: life resources and the ecosystem, the information society, sustainable and competitive growth.
  2. Horizontal programmes: international cooperation, innovation and participation by SMEs, and growth of human potential.

    TECHWARE and its Task Force "MEASUREMENTS" are proud to announce its European Training Courses on: Water Quality Measurements 1997-98.

    Course C : Occurence of organic compounds in drinking and surface water

    Course D : Use of biotic index to evaluate the quality of freshwater streams: EBI method
    Trento - Italy, 22nd-26th June 1998

    Course E : Analytical methods for algae, protozoa and helmints in freshwater

  • Course A: "Monitoring and Measurements of Lake Recipients".

    This Course, sponsored by EC-DG XII, will be held on 25th-29th August 1997 at the Finnish Environment Institute, Helsinki / Finland. Topics to be covered in the Course will be Hydrological and limnological features of different lake types, The choice and measurement of different monitoring variables, Eutrophication and acidification of lakes, Harmful substances and compounds in lake ecosystems, Microbiological methods, QA procedure, intercalibration - standardization, Freshwater monitoring network for the area covered by the European Environmeny Agency (EEA), Remote sensing, Water quality classification - water quality indices.     * OPINION OF THE COMMITTEE OF THE REGIONS ON "LEARNING IN THE INFORMATION SOCIETY: ACTION PLAN FOR A EUROPEAN EDUCATION INITIATIVE (1996-1998)"

    The communication from the Commission proposes four action lines of significant Community added value:

    • encourage the interconnection of regional and national school networks at a Community level;
    • stimulate the development and dissemination of educational content of European interest;
    • promote training and support for teachers and trainers in integrating technology in teaching methods;
    • inform all the players of the educational opportunities afforded by audio-visual equipment and multimedia products.

    * Green Paper on Transnational Mobility: Commission opens Web interface

    The Commission has opened a Web interface to ensure the widest possible response to the Green paper. The aim of the Green Paper is to address the obstacles which restrict the freedom of movement of Community citizens wishing to train, undertake research or do voluntary work in another Member State.

    * The Multimedia Centre of LEONARDO da VINCI

    The LEONARDO da VINCI programme has created a Multimedia Centre entirely dedicated to vocational training products.

    TECHWARE has submitted on 1st April 1997 new project proposals in the field of VOCATIONAL TRAINING for

    1. training placements of students and young graduates ( SPES 97 )
    2. personnel exchange between universities and enterprises ( PEP 97 )
    3. evaluation of professional competences in the field of environment-water ( TEST.EAU )
    Meanwhile, the 1995 project FORMAQUA on training needs through Member States, has ended and is followed up by FORMAQUAPILOT.


    * SOCRATES

    * The ERASMUS Interuniversity Cooperation Programme ICP "Hydrology and Water Management" has published the Third Edition of it's Information Brochure.


    * ETNET-WATER

    SOCRATES and its first activity ERASMUS on Higher Education has accepted the University Cooperation Project of Mutual Interest entitled ETNET-WATER (European Thematic Network of Education and Traning for WATER). A RENEWAL PROPOSAL was submitted on 1st April 1997. The title of the Thematic Network has been changed into ETNET.ENVIRONMENT-WATER. Other Thematic Network Projects can be viewed.

    * TEST.EAU

    "Tests for the basic knowledge in the field of environment / water "is a pilot project funded by the European Commission - DG XXII - Education, Training and Youth - (Contract No. 96-00-liv-0326-00) - in collaboration with the thematic network - ETNET.ENVIRONMENT-WATER.

    * TEMPUS

    Many TEMPUS projects are related to the WATER ENVIRONMENT. The projects can differ and range from Joint European Projects (JEPs), Mobility Joint European Projects (MJEPs) to Compact Measures Projects (CMEs). The latest project is :

    • TEMPUS M-JEP No. 11341-96 - " Creation of a
    • European Network of Universities, Enterprises & Organisations in the Water Industry for Student and Staff Mobility ( WATERMOST ).
