* About TEMPUS-PHARE and M-JEPs

TEMPUS-PHARE is a Trans-European Cooperation Scheme for Higher Education between Central and Eastern Europe and the European Union. TEMPUS was adopted by the Council of Ministry of the European Community on 7th May 1990 for the period 1990 to 1994 and extended on 29th April 1993 from 1994 to 1998 (TEMPUS II). The body responsable for the management of the TEMPUS programme is the Directorate General DG XXII - Education, Training and Youth. * Background

The large variety of problems in the water industry and in the protection of the water environment has imposed on the Technical Universities the need to include them in the curricula of several facilities and departments. These problems bacame more and more complex along the industrial development of Romania, followed by a dramatic increase of the level of pollution of waters. Trying to cope with the situation, Faculties of Hydrotechnics were established at several universities, which focused on structural engineering. The current practice has shown that an urgent need was the formation of specialists in environmental protection relatde to the water industry and to the atmosphere, but this was not fully possible before 1989.

The principals features of this project are the following :

* Objectives

The objectives of this project is to create an European network of universities, enterprises and other non-profit organisations to support mobility at undergraduate and postgraduate levels. In the project five major Romanian Universites and several enterprises are linked to leading European ones. The Faculties and Departments involved in water sciences and/or in environmental engineering in the fields of water and atmospheric protection have very strong programmes. The mobility of the students represents the main scope of the project and it is, in our belief, of utmost importance by its future benefits.

At the undergraduate level the project provides the following types of mobilities for the Romanian students :
The short staff vists are equally important and will be used for the planning, co-ordination of the curricula and monitoring of the activities and teaching-traning assignments as well as for retraining and updating. The University Enterprise partnership is especially important here.
