The Editor wonders how many have read his latest editorial of February 1996 when PANTA RHEI went on the Web, thanks to the initiative and support of Dr. J. Davis of the University of Bristol and not at least, the creativity and hard work of Simon Hall , a graduate of the Department of Civil Engineering of the same University. The work of Simon Hall was later taken over by Jeremy Stacey, a trainee from Ireland, during 6 months. Jeremy has sent lately a message that he found lots of PANTA RHEI's on the Web ! Presently, Shazad Amin, a trainee in Software Engineering from The University of Huddersfield, (UK) is the hard-working administrative of this Web-site and two other sites. Among them, foremost is ETNET-WATER : European Thematic Network of Education and Training for WATER, a new project sponsored by the new SOCRATES/ERASMUS programme of the European Commission. The other site is TECHWARE, (TECHnology for WAter REsources) the University Enterprise Training Partnership (UETP) on the European scene since 1990 and main sponsor of PANTA RHEI.
The Web offers many more possibilities to PANTA RHEI's readers because they can directly link to many background documents. Nevertheless, a printed issue (No.23) is foreseen to be published very soon: it's main contents will be the results of the WEEL - project of TECHWARE. Twelve young researchers coming from 11 research laboratories worked during at least 6 months in another laboratory. Altogether twelve research laboratories formed WEEL, Water Environment European Laboratories. WEEL was a project under the Human Capital and Mobility (HCM) programme, presently called TMR, Training and Mobility of Researchers in the 4th Framework Programme of the European Commission
The prospectives in the 5th Framework Programme (1999-2003) for this mobility programme (one of the most relevant programmes of the Commission, if you ask the Editor ) are said to be good. The WATER ENVIRONMENT COMMUNITY should prepare and take advantage of the strong push for "water" - priorities given by the EC-TASK FORCE 'ENVIRONMENT-WATER'
PANTA RHEI is here to promote the intensive link between education/training and research and we gladly link to WATERWAY, the quarterly newsletter of UNESCO's International Hydrological Programme now available on the Internet.
We are most interested in receiving your comments on this Web site. We certainly would like to improve the classical PANTA RHEI as well as the PANTA RHEI you see before you on the Web.
