* The Origins of PANTA RHEI

PANTA RHEI started in September 1989 as a quarterly information bulletin edited on behalf of the partners in the field of hydrology and water management within the framework of a Interuniversity Cooperation Programme (ICP) of ERASMUS, the EU-programme for Higher Education.

The title PANTA RHEI means "all things are in constant flux", the famous axiom of Heraclitus (c.540- c.480 BC), Greek philosopher of Ephesus, quoted by Plato. Heraclitus is also known for illustrating the persistence of unity through change by the analogy of the river: "upon those who step into the same river different and ever different waters flow down"

Soon PANTA RHEI became the bulletin for more than one project in the field of WATER ENVIRONMENT and it developed into an efficient and continuous communication link among all partners, both active and prospective, and among students and trainees in projects of several EU-programmes such as ERASMUS, COMETT, TEMPUS, HUMAN CAPITAL and MOBILITY (HCM).

In total 20 issues up to December 1994 were published (ISSN 0777-6470). The size ranged from 16-24 pages with several enclosures. Distribution, free of charge, ranged between 2000 and 5000 copies over the years.

Financial and human resources were no longer available in 1995 to publish on a quarterly basis and free of charge.

But PANTA RHEI is still alive and now flowing along the Information Super-Highway.


* Objectives and Policy

PANTA RHEI offers a service to all education, training, mobility and RTD-transfer projects in the broad field of the WATER ENVIRONMENT.

Its goal is to disseminate and promote the activities or proposals of partners in the EU and world-wide, in particular:

The policy of PANTA RHEI is to publish everything informative and related to the objectives of PANTA RHEI, subject to cancellation at the discretion of the Editor. In view of those objectives, PANTA RHEI will focus on specific activities of education, training, mobility and transfer of knowledge in the water environment field. Activities such as conferences (unless specifically related to education, training and mobility) with a "call for papers" will NOT be reported.

Information providers and their projects with a clear objective in the WATER ENVIRONMENT field and sponsored by an EU-programme(s) or other external support agencies, are invited to contribute to the sustainable development of PANTA RHEI. Contact the Editor
